Diocletian, 233 - 311, Roman Empire,

A Roman Emporor considered to have many positive contributions, Diocletian ruled for more than 20 years, the longest imperial reign since that of the fourth "good" emperor, Antoninus Pius, and vacated the throne valuntarily, an act unprecedented in the Empire's history. His twenty years were packed with productivity. While restoring relative peace and unity to Rome, Diocletian substantially reorganized the provinces, the tax system, the imperial administration and court, and the army, initiating what was in effect a new Roman emperor.
